There's probably a reason behind this, but I hope the discussion of this proposal could be somehow useful.
Currently there are many theme variants (colors, bright/dark, transparency), which is making the list of themes on a system very long. While this is not a major problem, it would of course be much more convenient to only select the "Flat Remix GTK" theme and set its parameters outside the list.
I know there are reasons behind the current implementation, but maybe they could be worked around. I suspect theme variants are statically generated because that is only supported and/or performance reasons. There is also no standard theme-configuration GUI to rely on. Still, there is a possibility to regenerate static files on demand from dynamic scripts.
