Despites adding a few more dependencies, it would be safer to use CPAN::Meta::Check for the implementation of CPAN::Reporter::PrereqCheck.

In the original RT ticket from which this GH issue was migrated, @xdg disputed the OP's contention that CPAN::Meta::Check would be "safer" here. The OP did not respond in the nearly 3 years in which the discussion remained in RT, so I think that we can now safely close this ticket.
