How to run air in docker with custom go.mod file

I want to use a custom go mod file to replace remote modules with local module versions in dev environment. I am using air toml build command like this
go build -modfile=custom.go.mod -mod=mod -o /tmp/main main.go

However if I update something in the local module the build does re-run but I dont see any update in docker.
