would it be possible to hide actions/starter-workflows on GHES?

Product: GHES 3.12
Use case: All of the default setup-* actions do not work as expected in GHES due to firewall(s). The default behavior of suggesting these workflows to users causes a bad user experience.
Proposed solution: Enable the ability to only show {owner}/.github/workflow-templates on the New workflow window in GHES.

Note: I deleted actions/starter-workflows today but the New workflow window did not work as expected without this repository.
