[FEATURE]: Implement TLCI / TLMF calculation #974

Description

TLCI-2012 is a similar measurement to CRI, with different swatches and an expanded algorithm.
TLMF-2013 is an additional algorithm that matches luminaire, given camera data. This one may be harder, as the user would need to supply this data.

Hi @JarrettR,

Thank you! I never heard about this metric, do you know if its usage is widespread? The most common ones being CRI, CFI/TM-30-18 and SSI.

I've seen it becoming more popular in recent years - Enough that the latest firmware update for the Sekonic C-7000 added it, along with TM-30 and SSI. I've attached an export CSV as an example.

Specifically in film, people are starting to notice it.

I second JarrettR.
It is definitely becoming popular. We see it requested for entertainment lighting used in productions that are being recorded as well as TV studios.
