New release with the latest dependency upgrades

I'm working in a codebase with a dependency on ormar. I'd like to upgrade the databases package which is now pinned to a low version due to the dependency on the latest available version of ormar. The upgrade I need has already been merged: 11b3e85, but there isn't a public version including it.

Describe the solution you'd like
a new version 0.12.3 or so, including the change mentioned above.

Describe alternatives you've considered
I've tried pinning on the specific git sha, but I'm running into pip compile issues.

Check out #1236. They are currently working on updating to newer dependencies.

Part of the deps was updated in 0.20.0 beta release with support for pydantic v2.
