Describe the bug
I was working through onboarding and noticed on localhost that if the non-owner organization does not show up on the list initially, the automatic resync and manual resync doesn't seem to actually update the list. Sometimes the initial list already includes the non-owner organization.

To Reproduce
Steps to reproduce the behavior:

1. Start onboarding
2. Use 'Github" to link the account
3. If the list only includes your owner account, notice that the automatic resync doesn't update the list.
4. Click "resync" and notice that it still doesn't update the list.
5. Refreshing the page updates the list.

Expected behavior
A clear and concise description of what you expected to happen.
