We got that question (In french):

Pour le critère du poids des données transférées, il y a deux mesures possibles, le poids des données compressées et le poids des données décompressées. Laquelle de ce mesure doit être prise en compte dans le calcule de l'eco-index ?

We need to explain that "encodedDataLength" means that the page weight is computed taking into account compressed data.
