Description

With this ADR we decided to replace the HelmController with Flux.
Reasons being

HelmController requires substantial development effort
Flux is a proven tool to manage Helm Releases
Flux CRDs can be created nicely from the existing PluginDefinition & Plugin CRDs
Community support for Flux

Objectives

Flux is deployed as part of the Greenhouse Chart
Flux is used to replace the HelmController

[FEAT] - Provisioning of Flux Controller in Hub-Spoke Setup #797
[FEAT] - Implement Controller for AdminPlugins to create Flux CRDs to deploy Helm releases
[FEAT] - Refactor PluginController to create Flux HelmRelease CRDs based on Plugins/PluginDefinitions
[FEAT] - Deprecation of Helm Controller
[REFAC] - Standardise and combine HelmController, WorkloadStatusController, HelmChartTestController #585
