IOException no response no call just IOEXception

[GoogleCodeExporter]

What steps will reproduce the problem?
1.Make a call using  androidHttpTransport.call(SOAP_ACTION2, envelope); 
2.Surely gives a IOException no response nothing
3.

What is the expected output? What do you see instead?
Was working perfectly till before 

What version of the product are you using? On what operating system?
3.4

Ksoap version m using is 3.4 and android version m using is 4.4 i tried it 
almost on every version above 4 gives the same
