Search Functionality - Subject *and* Tags

I see this as quite a crucial fix as a lot of users will go straight to the Search function and may be a dissapointed and they can't find what they are looking for or crucial what they even created themselves.

Should also search description where they are present. Search probably needs an overhaul to use a proper search engine so that the weightings are easier to manage for each field. Any preference for engine? ES? Solr? Whoosh?
