Add c-progress components

Visually indicates the current level of the progress bar.

This is a set of components denoting a linear and circular progress bar with labeling for accessibility.

There are separate files containing reusable internal components for the progress bars, such as a Shape component to help define the SVG and structure of CircleProgress
