Vertically center pagination button text (DS update)

Update the CFPB Design System pagination component to vertically center text within the pagination button.

Current behavior

Text sits low/is not vertically centered in the button.

Expected behavior

Text should be vertically centered in the button.

You mentioned that you used flex centering to correct this issue within the DSR. I noticed that turning off the line height also seems to maybe fix it?

Current: In Design System	When I turn off line height (or change line height from 22px to Normal - like what is set for standard buttons)
