As a user, I want a command-line tool called "caribic" So that I can easily set up and configure an IBC bridge for sidechains

The tool should be built in Rust and function as a command-line interface (CLI)
Users can initialize a new IBC bridge configuration with a single command
The tool must be able to configure and start relayer processes
The tool should be cross-platform compatible (Windows, macOS, Linux)
Logging and monitoring features should be included for ongoing management
