The tutorial instructions link in the README of the repo returns 404.

I've also noticed that there is no menu item for "Next tutorial" under the "Developing" session on the left.

I noticed that the React tutorial uses Next.js and there isn't a separate React tutorial repo I can find under carbon-design-system org so I'm guessing here that we can just use the React link. So I opened PR #143
