I'd like to see a shareable or sync-able database for plugins. In particular, it'd make for a compelling company solution that could keep plugins in sync across an organization.
Another implementation method could be having both a master and local txt file listing "project requirements" that get "hot loaded" into the current project. That way, if you have an intense project using lots of plugins that are unique to the product, it wouldn't slow down the app open performance as a whole but only for that project.
