Implement a home page for Hardware Monitoring, similar to Uptime and Pagespeed monitors

  • It should have a table displaying a list of hardware monitors
    • Table should include pagination and be sortable
  • It should have a button to create new monitors

Currently each of the monitoring pages has their own table, and they are pretty much all the same basically. This is ripe for a refactor to extract out the table and reuse it.
