Legal API: accept NoW filing #24952

Arwen is working on the new NoW "local filing". Currently, Legal API is not allowing the saving of a draft filing.

Arwen has seen an error related to the filing type code ("NOIWD is not accepted").

I tried while logged in as staff and I see this:

I thought these tickets would have implement everything already but I guess not and I don't know exactly what's left:
