BUG - Sole Proprietor unable to see Digital Business Card option

In Production a sole proprietor (who is listed as the owner of their sole proprietorship) has noted they are unable to see the option for Digital Business Card.

Details from user:

• I did log in using my BCSC
• FM0740406 is indeed a sole proprietorship
• Yes, I was the one who registered the sole proprietorship
• I poked around your site and can't find out how to confirm that I'm the completing party, but I assume it's me - I created
  the NR and registered the SP (Walter Moar Consulting) but it was back in 2018 before modernization so maybe that's an
  issue?

The digital business card was implemented in https://app.zenhub.com/workspaces/beneficial-ownership-2023-6557a7db7ce6e464af821855/issues/gh/bcgov/entity/21697 and from the notes above, it seems the user meets all the requirements. This has also been tested in TEST and DEV and we are seeing the digital business card option.
