Stepper does not scroll to top for Strata

Repro Steps:

1. Login to Strata with a BCeID and start a new app
2. Use the [Next] button to fill out the form

Actual:
Screen does not scroll to the top in Safari

Expected:
Screen should scroll to the top
Works as expected in Platforms

This seems to be a safari thing, the work arounds I found involve either adding a delay or the solution I found with no delay sometimes causes a screen flash. I am going to move this to the product backlog for now.
