Twitter: hook up the bot to tweet out a message calling for help when beginner-friendly issue is created #8

BTW if we do this we need to make sure we have a good template or set of steps for people to follow

Yeah although not sure how it would work yet

may have to pass in some more env variables as setup, and then the hook would just be waiting for the opened label hook

You mean when the content is updated? I don't think so.

It would spam to much I think, only on creation is fine.

Note that the title and part of the content will be displayed as card in twitter. We don't need to include them in the tweet.

Might be best to do just do it manually to get a sense of what it should say but otherwise something more inviting like "If you're looking to contribute to Babel, we have another beginner-friendly issue for you!" with an emoji of course

If we make a lot in a row it would be annoying if it just tweeted the same thing multiple times but I guess it's whatever.
