Switch from using the Google static maps API to OpenLayers for Dashboard mini-map

Overview

There is no direct need for this, but removing this map should enable us to remove angular-google-maps from the project, and will make the basemaps we use in the project consistent, once we also implement #1334 and #1335

Developer tasks

• Replace Google static images map with a non-interactive map using ngx-openlayers, matching the basemap used in the organization creation and map components
• Remove any lingering references to angular-google-maps from the application
