Is it after build and then rewrite the translation file?

I have a case where I have to load the translation from outside the directory app and also when the translation changes, the app is must load the updated translation. The idea is to load the (latest) translation without rebuilding the app.

I've tried it when development was able to load from outside the app directory and when I changed the text in the translation file, then refreshed the page and the text changed. But when I build and start the app, translation is loaded from outside the directory but when I change the text nothing happens.
