Add Guildmaster of Reeves to officer settings for chapters and kingdoms

Add a guildmaster of reeves field for all chapters and kingdoms. Primarily for players to be able to find out who they are easier and secondarily so it is available for future reports.

It may also come in useful if entering test results becomes a feature and we need specific GMR permissions.

Initial change is on Staging now, allows the GMR to be an assignable position. No permissions are tied to this assignment yet

Staging: Should I be able to set one yet? I do see that slot in Kingdom and Park but assigning a new one does not work.

Try now, there was a check being performed in a hurried common class. I just tested working on Stage. @kenwalker
