I am not sure about the nginx configuration, but there missing trailing slashes for the two backend URLS:

.../api/v2/scenes -> .../api/v2/scenes/

As far as I remember, this can causes troubles, too.

Did you try opening the created URL in a private browser tab or on another device?

Once you create a collaboration room, it's normal to get a 404 once from the storage service, that actually tells excalidraw that it should create the room on the storage service. It's a check whether the room already exists, or if it is a newly created one so to say.
