Wild idea: use combining marks that are not usually used with Arabic, e.g. U+0307 COMBINING DOT ABOVE, U+0323 COMBINING DOT BELOW, U+0308 COMBINING DIAERESIS, U+0324 COMBINING DIAERESIS BELOW, and U+20DB COMBINING THREE DOTS ABOVE to simulate the extra consonantal dots.
Similar to #5 but for consonantal marks. This is trickier though since Unicode has no combining Arabic consonantal marks.
