transform the date from static to dynamic in the copyright of the site

Hey I would like to tackle this issue! But the index.html have to be a index.php for this.

The stragey for our website is use a GitHub action to check if the Copyright Date is up-to-date after every PR, take a look on it https://github.com/marketplace/actions/update-license-copyright-year-s
