Adds a dithering augmentation based on the [Floyd-Steinberg](https://en.wikipedia.org/wiki/Floyd%E2%80%93Steinberg_dithering) algorithm. Fixes albumentations-team#1243. Authored by myself, @gustafbergmark, @Freddy-3, @eliu1217, and @salome-voltz.

Working with many greyscale and/or black and white scanned images, coming from different devices, faxes, smartphone, I've noticed that very often pictures are dithered.
It would be nice to add a Dithering transformation to Albumentations, to make segmentation algorithms more robust on this type of pictures.
