We may want to discuss if public users need notifications. One possible use case would be If a member of the public reports a deer carcass that triggers a notification for the carcass to be picked up. It might be nice to close the loop and send them a notification when the carcass is actually picked up. I can't think of any other examples off the top of my head.

From Blair, November 11, 2023:

I don't think we want to allow public notifications. In some instances these animals aren't getting picked up, so I would hate to create an issue for those who expect it, or extra work for people picking up carcasses.
