Lidar merging/new 10m Hillshade

Streamlined user experience downloading data, improved and updated hillshade for basemaps, improved public perception of how up-to-date our data are.

Acceptance criteria

• Unified 1m DEM based on various 1m and 1/2m lidar projects
• Tiling scheme for 1m DEM for raster.utah.gov
• Updated statewide 10m DEM from 1m DEM
• Updated statewide 10m hillshade and skyshade

Below is a graphic of my initial thoughts, many months ago, on two ways to tile this dataset based off the National Grid and utilizing their naming convention. The test 100x100 tile I created in global mapper was ~8GB and did not take long to generate. Food for thought
