I think this is an upstream issue somewhere between the sgid and the web api

We could update the provider to use the feature service so we don't use the web api geometry to be more like the app being replaced.

I'm randomly coming across this after seeing the other issue closed today...maybe it's a truncation issue? Everything seems shifted southeast slightly which could indicate that the coordinates are slightly less north and less west than they should be. But there also looks to be some simplification.
