Add breakdown per region for Russia

Data is accumulated by Rospotrebnadzor and can be parsed from this map. The relevant data in JSON format is embedded in the page HTML, look for <script type="application/json" class="config-view">..</script> near the end and then covidData->items and filter entries with ru: true flag. The data contains number of accumulated cases for each day, so number of new cases per week can be calculated trivially.
