tosmm本身功能很多，也使用到一些網路服務(如：google spread, bitly,...)
若想完整啟動tosmm，要將所有用到網路服務的secret或key輸入，方能啟動。但這件事對初步只想測試安裝一下tosmm的人，會有很大阻礙。因此，想設計一個功能啟閉設定，將這些功能可以default都關掉，只留最基礎功能，待使用者有這些網路服務的secret或key之後，再打開對應功能，即可使用。

然而這件事，也關係到Docker image的設計。#106
