Platform Core (v3) works in 32bit mode on Azure WebApps #378

Platform works in 32 bit mode despite of Azure settings (64 bit). This is .net core 2.2 in Azure issue - https://devblogs.microsoft.com/aspnet/64-bit-asp-net-core-on-azure-app-service/.
