Absorb SMPTE Timing setting into Time Code Mode

In the Video menu, the user can enable and disable 'SMPTE timing'. However, I think this should be controlled/determined via 'Time code mode' in Settings:

• HH:MM:SS:FF = SMPTE
• HH:MM:SS:ZZZ = media

It's possibly the way it should have been done, and it would simplify matters for less savvy users, particularly in relation to video rates/sync and the saving of some file formats. For example, I imported a WebVTT (produced in another application) for a 23.976 video (SMPTE disabled), but Tero has "media" (instead of "smpte") and the wrong timings in the exported iTunes Timed Text file.

I can't think of downsides to this method, though obviously, we'd need to test the Shot Changes function, etc.

Maybe non-integer rates should just be assumed SMPTE?
