Editor tooltip for text styling is not visible when using android mobile #20037

Issue Summary

Steps to Reproduce

Create new post.
Write some body text.
Highlight text with touch and select.
Android copy menu appears - blocking the editor's tooltip.
Don't see an easy way to work around this.
