This issue is for discussion of RFD 117: Network Traits while it remains in a predraft state.

One feature I think would be helpful is to accept trait as a parameter to listNetworks (and possibly other napi methods).

Will this include generating ipf rules that include interface names? If so, we probably want to be sure that we include adding the necessary support for that to vnd and viona as part of the work required.
