The CTkScrollableFrame has only 6 children when it should have 9.

I'm trying to replicate the UNO card game for an academic project, and am currently trying to display the deck of cards.
I have set the initial number of cards in each deck to be 9, but when I run the app, only 6 are shown.

Where have I gone wrong?
