Progress bar shows selected mitigator, not the percent complete

The progress bar indicators what number mitigator you have clicked on, and does not reflect the percentage which you have given values for.

E.g. if a new users clicked half way through the list, their progress will say "50%", even though they have completed 0 mitigators
