Implement Executing Commands Tracking

WPIs change in making some of the Command classes final means they can't be extended and wrapped. Need to find a quick and efficient way to pull the list of currently executing commands so it can be tracked on the Dashboard. This was (I think) part of the cause of our timing loop overruns.
