Move Code of Conduct #458

Dependencies:

It's now:

/code-of-conduct.

Make it:

/open-source/code-of-conduct.

  • Update links on the site to match the new location
  • ...including the one in the Open Source Page
  • ...and in the footer
  • ...and look wherever else
  • Create a Netlify TOML redirect so things that link to it off-site don't break
