What container needs an update?

I know all of these containers are awesome, but...

App and test layer need to be added to ksnp3 Dockerfile to be compatible with GitHub action workflows and tool-specific README

You might look at the kSNP4 dockerfile for relevant information, which I think implements these needs (I think they are similar in most relevant ways).

I'm open to questions and comments if you have any; I have some experience with both kSNP3 and kSNP4.
