Merge RIS valve implementation from Fortran to C++

Problem

The RIS valve was originally implemented by @fgerosa in the Fortran version of svFSI. @fkong7 has since updated the code here. We want to merge this updated implementation from Fanwei into svFSIplus.

Solution

The C++ implementation should yield the same results as the Fortran implementation by Fanwei. We will use a test case from @zinanhu0810.
