The ROM Simulation 1D Solver INPUT FILE FORMAT MATERIAL statement describes the exponent parameter as

exponent (double) - Material exponent.

This parameter in fact controls the polynomial order of the flow profile. For Poiseuille flow with a parabolic flow profile you would have a material exponent of two.

I will update the documentation.
