Release preparation

Before releasing, we need to:

• Remove install_requires's mock from setup.py
• Tidy pyoozie's __init__.py import and __all__ to include the minimum number of API calls needed
• Change the README to use RestructedText format so that it renders nicely in PyPI (and change the MANIFEST.in and setup.py reference to it)
• Add basic usage documentation to the README
• Add docstrings to all public methods and packages (and make private that which we don't want to be public)
• Enable pyliontrc's fixme check (and remove fixmes)
• Enable pyliontrc's missing dosctring checks (D101, D102, and D105)
