Can we depend on Pinta's system?

There's some documentation about localizing add-ins. Were you thinking of trying to find a way to do translations for add-ins via https://translations.launchpad.net/pinta ?

Another related issue to figure out is if we can translate the metadata (e.g. add-in description) that gets displayed in the Add-in Manager.

Ah, sweet find! We should probably use one of those ways for translation of add-ins. Launchpad translations would work, but that would ruin the concept of independent add-ins without our involvement.

OK, translations should be handled the same way they are in the Night-Vision addin.
