For example, user can easily set an attribute to determine the button should apply 'block' style for all mobile devices.

As #7 coming out a conclusion, RWD customization now has a basic solution.
By defining W-Components is more a component library than a CSS framework, this feature is now considered as an optional, better-to-have, which is not going to be implemented on the first version.
