Windows Photo Viewer is EOL but i like it and a lot of people still use it.
Does Windows Photo Viewer have a declared EOL date? The only products with declared EOL dates are ones such as Internet Explorer (e.g. support for Internet Explorer 11 on Windows 10 Semi-Annual Channel (SAC) ends in June 2022).
Besides, on a fresh install of Windows 7 you have nothing else to open images (except Paint).
The vanilla Windows 7 DOES come with Windows Photo Viewer enabled by default. Check hashes: https://files.rg-adguard.net/
Or did you mistake this with Windows 10 LTSC?

EOL date:
Microsoft is actively trying to "hide it" in favour of the Photos app but I think you are right, it does not have an official EOL date. If I remeber correctly in newer versions of Windows 10 and 11 even if it's present you can't even use it as a default app without registry hacks, I'm also pretty sure it never gets updated by Microsoft. On my machine it's been patched for years and Windows Update never touched it.
