[Bug]: No descriptive error message when building incorrect station layout using drag-and-drop #12591

Expected result

Some NewGRF station sets require a specific arrangement of tiles for certain station layouts.

Using drag-and-drop construction, the player can try to build a different tile arrangement, like only one tile for a station layout that requires two tracks. This fails, and I would expect the error to tell me that a specific layout is required.

Actual result

The error does not explain why construction failed.

Steps to reproduce

  1. Start a game with North Korean Station Set 1.4.
  2. Try to build the two-track Underpass tile on only one tile, using drag-and-drop.
  3. Get a nondescript error and be confused.
