Describe the bug
related may have the right mix of annotations, but the instances of the annotations by ID may be mixed wires,...

To Reproduce

  • web service usage
  • medical/pharma use casefrom openfda.

Expected behavior

  • offsets should only be related to a single POSTAL instance
